My personal opinion on this: I think you don't have the right to transfer people as you want.
The server should do this on its own. There are actually also plugins that can be created in this way.
Which then roughly calculates the strength of the balance and transfers the people.
If you would do that to me, I would ban you directly. But is not my server. xD
